Victor leads SMG initiatives in China. He is a bilingual expert on China business, media, and government relations.  

He recently developed sales opportunities in China for Sabre Holdings, and helped develop automotive sales partnerships in China between Ferrari-Maserati and a China-based auto sales company.

In the 2000s, he directed sourcing projects in China for Walt Disney, Guess, Gap, REEF, Drexel Heritage, and many other companies. He also helped Vision Share, a non-profit consortium of American Eye Banks, develop a live cornea transfer program between the US and China.  

He also founded NetLinker Corp., in 2003 to develop and market an Internet gateway server.  The product won the highest rating awarded by Small Business Communications Magazine, and was labeled by Internet Weekly Magazine as “the best solution on the market today.” 

 

 

 

    

    

 

In the 1990s, he directed LABJ, Inc., an e-commerce provider he founded, and later established Zhong Ruan Lan Bao Electronic Media Co., Ltd., a joint venture in China between LABJ and the China National Computer Software and Services Corporation.  
 
He previously helped develop the Disney company's Internet-based multimedia, audio, and video applications, led a video server project for IBM’s Multimedia Division, and was a senior software engineer at Digital Equipment Corp.

In China, he worked as a reporter for Beijing TV after completing a post-graduate program in International Journalism at Shanghai Foreign Language University, a Fulbright Scholar-sponsored program, and the first program in China to prepare students to work around the world as journalists.  

 

He was born and raised in China before emigrating to the US and becoming a naturalized US citizen. He maintains extensive family and professional relationships with senior Chinese political and business leaders that allow NGRC clients to achieve large-scale business goals in China.  


Victor holds a Master’s Degree in Digital Video Communication and Image Compression from the Massachusetts Institute of Technology, and an MFA in Communications from Temple University.  He graduated in Electrical Engineering, TV, and Video System Design from Beijing Polytechnique University.
